Bihar DGP Vinay Kumar has made a very powerful announcement that could potentially reshape law enforcement in Bihar. Fast-Track Courts in Every District Across Bihar

Bihar DGP Vinay Kumar has announced that 100 new fast-track courts will be set up in all districts of Bihar. These fast-track courts were proposed under a new state police initiative to deliver timely justice to the victims and swiftly punish the criminals.

The new courts will help in reducing the backlog of pending criminal cases and prevent delay in justice delivery because “Justice delayed is Justice denied”. According to Bihar DGP, these fast-track courts will not only punish the guilty but also protect the rights of the victims who often wait years for a verdict.

Police Can Now Seize Criminal Assets

One of the most transformative moves is the new BNSS (Bharatiya Nagarik Suraksha Sanhita) law which was implemented in July 2024. Now, Bihar DGP has announced plans on implementing the BNSS aggressively in Bihar. At a press conference held at Sardar Patel Bhawan, Bihar DGP Vinay Kumar stated that the new laws have made it easier for the police forces to see illegal assets of criminals.

Earlier, coordination with the Enforcement Directorate (ED) was required which always delayed the process. But from now on, DSP-rank officers will enjoy full authority to initiate property seizure directly presenting proposals to the local courts. This is a game changer to crack down on organised crime and black money.

Over 1,100 Criminals Identified for Property Seizure

The action is already in full swing. Bihar DGP informed the press that 1172 criminals have already been identified across Bihar who is illegally occupied properties will be seized. Out of these 1172, the proposals for seizure of 239 criminal’s illegal assets have already been received at the sub divisional level. And 188 such proposals have been submitted in courts.

Bihar DGP emphasized that the new law has provisions to compensate victims using the confiscated property of the criminals, does justice is not only about punishment but also about restoring the victims to their original state.

Strict Action Against Corrupt Police Officers

Not only this, Bihar DGP Vinay Kumar made a powerful stance over corruption within the forces. He announced that even corrupt police officers will face harsh consequences. Addressing frequent complaints of bribery in police stations, he launched zero-tolerance policy against corruption.

DGP Vinay Kumar encouraged citizens to not remain silent. Anyone can lodge their complaints in any of the following institutions :

  • Vigilance Investigation Bureau
  • Special Vigilance Unit
  • Economic Offences Unit
  • State Police Headquarters

DGP Vinay Kumar assured that every necessary step would be taken, the complaints would be taken very seriously no matter the rank or post of the officer involved.

Multiple Officers Caught Red-Handed

The Bihar’s Vigilance Bureau has already caught many police officers for accepting bribes. Between January and May, 22 FIRs were lodged against corrupt officers across various districts. Out of these, 15 police officers have been arrested and sent to court. Also, 66 police personnel have been suspended due to such charges against them.
