Bihar’s e-voting app is now live!

Bihar’s e-voting app named as “e-SECBHR” is now live for everyone. With this, Bihar has become the first state in India to allow voting online via a mobile app. It will be tested on 28 June 2025 in Patna, Rohtas and East Champaran district across Bihar.

About Bihar’s e-Voting App

All the eligible voters now fast there votes using a dedicated aap called e-SECBHR. But, currently, the app is only available for Android devices. Deepak Prasad who is the State Election Commissioner of Bihar announced about the launch on Friday just 24 hours before the testing was about to begin.

This online voting facility will be exclusively available to those voters who are physically unable to visit polling booths. The eligible voters include old age people (senior citizens), physically disabled people, pregnant women, and the people who are not residing in Bihar (due to migration). This pilot project will be used to test the security and reliability of Bihar’s e-voting app. If successful, they will be ruled out in the 2025 Bihar assembly elections and eventually all over India.

How to Use the e-SECBHR App

Voters want to vote online through their mobile phones should download the e-SECBHR app from the Google Play Store. After installation, you can register through your mobile number (make sure to use the one that was used in the electoral roll).

Please note that only two registered voters can use a same mobile number. This is done to prevent the misuse or manipulation of votes. Every vote that is casted through the app will be veryfied using each individual’s identification data. This is done to ensure authenticity.

Those could not have access to Android phones can use the State Election Commission’s official website to cast their votes. The Bihar government is expanding digital options for remote voters.

How Secure is Bihar’s e-Voting App?

Bihar’s e-voting app has been developed by Centre for Development of Advanced Computing (C‑DAC) and the Bihar State Election Commission. The e-SECBHR app is equipped with advanced technological safeguards to ensure full transparency and tamper-proof operations such as:

  • Blockchain architecture to record and store every vote securely.
  • Facial recognition with liveness detection to prevent identity fraud.
  • One-time password (OTP) verification linked to voter rolls
  • VVPAT-like audit trail for verification.

These features are replicated to meet the standards of traditional voting. So, voters can trust the app.

Bihar’s Contribution to Making a Digital Democracy

Over 10,000 voters have already registered, and around 50000 voters are expected to use Bihar’s e-voting app for the bypolls. Bihar is setting an example for all the other states and national electoral bodies.

This initiative is a part of Central government’s digital democracy vision. A place where secure and remote voting would increase the turnout ratio so that every one gets represented.

It is astonishing to note that only some countries like Estonia have been able to adopt mobile based voting successfully. If Bihar’s e-voting app become successful – it will become a role model for every other Indian state.
