The Bihar government has launched the Bihar Greenfield Township Project for organised urban development. Under the project, modern residential colonies will be developed across all the nine divisions of Bihar. Each township will be allotted 200 acres of land i.e. 1800 acres in total across all the nine districts. The Bihar government has also directed the Divisional Commissioners and District Magistrates to find suitable land for the development of colonies.

Greenfield Township for all the 9 Divisions

At Prabhat Khabar Real Estate Conclave in Patna, Deputy Chief Minister Samrat Choudhary announced the Bihar Greenfield Township Project. First, the government will focus on 9 urban centres in each division of Bihar. For those who don’t know, Bihar is divided into 9 division for better administration. So, the initial plan is to set up such residential colonies in each division for holistic development of the state.

Within those 9 divisions, Patna, Gaya, Bhagalpur, Muzaffarpur, Darbhanga, Purnia, Munger, Saharsa, and Saran district has been selected. Each of these districts will get a well planned colony spread over 200 acres of area. This will not only provide organised residential colony but also help in the city planning while the state continues to grow.

Land Identification Begins

The Urban Development and Housing Department (UDHD) of the Bihar Government has already issued orders to the DM of each district to identify 200 acres of land suitable for the Bihar Greenfield Township Project. Once the land is finalized, development work will begin. This project is seen as one of the most ambitious housing projects of Bihar launched in the recent years.

Although the District Magistrates have been directed to suggest two potential locations for each district, the official location is not yet finalized. But, the following areas are speculated to be selected for the Bihar Greenfield Township Project:

  • Patna: Likely near Bihta or Sampatchak.
  • Muzaffarpur: Possibly near Airport Road or NH-28
  • Bhagalpur: Likely around Sabour or NH-80
  • Darbhanga: Expected near Laheriasarai or Airport area
  • Gaya: Possibly along the Gaya Bypass or Bodh Gaya side
  • Purnia: Around Gulabbagh or Katihar Road
  • Munger: Likely between Jamalpur and Munger
  • Saran (Chhapra): Near Revelganj or NH-19
  • Saharsa: Expected along NH-107 or near Madhepura Road

Please note that these are not the finalize locations, and even the districts are in shortlisting phase.

Land Pooling Policy

The Bihar government in on the way to introduce a Land Pooling Policy to ease land acquisition. Deputy CM Samrat Choudhary stated that the policy will help in avoiding forced land acquisition and work with land owners co-operatively.

For the Bihar Greenfield Township Project, the Bihar government will only acquire 10% of the finalised land. The remaining 90% of the land will be pooled from private owners through a Public-Private Partnership model.

This method is already being used in states like Gujarat, Haryana, and Andhra Pradesh. It is very beneficial in minimizing displacement and avoiding the risk of court cases. Ultimately, it will speed up the urban development process.

Real Estate Sector Welcomes the Move

Memebers of CREDAI (Confederation of Real Estate Developers’ Associations of India) but also present in the gathering. They appreciated the Bihar Greenfield Township Project and even showed interest in participating in the project through PPP models. They believe that this could unlock the housing potential in tier-2 and tier-3 cities.

The Bihar Greenfield Township Project is a set to transform the urban development in Bihar with 1,800 acres spread across 9 major cities. The land pooling policy will make it even more effective. The hybrid infrastructure with the participation of the private sector will make execution faster and sustainable in the long-term.
