The Bihar Education Department has introduced a new Bihar Teacher Transfer system in which the teacher can transfer themselves through a “self-transfer” mechanism. It was done to address the growing dissatisfaction among government school teachers and streamline the transfer process. Now the teachers can use the e-Shikshak Kosh portal to take charge of their own transfers.

Bihar Teacher Transfer Requests

Earlier this year, the Bihar government transferred over 1.3 lakh teachers due to multiple requests. The main reason for the requests was that the schools that were assigned to the Bihar government school teachers were far away from the home districts – some as far as 400 km away. This was very inconvenient for them and thus teachers delayed or avoided joining the new posts. This is severely affected the academic activities in the schools.

Dr. S. Siddharth wrote a letter to district education officer and told then that the earlier transfer did not satisfy many teachers. The teachers continued to be absent and the quality of education declined.

New Self-Transfer System Introduced

To tackle this issue, the Bihar government has launched a new self-transfer option. The director has been issued by the Additional Chief Secretary of the Education Department i.e. Dr. S. Siddharth. Now, teachers can initiate their own transfer requests using the e-Shikshak Kosh portal. The new Bihar Teacher Transfer system enables the teachers to view database of other teachers who are looking for transfers. They can even filter them by subject, district and category. If they find a suitable match for them, they will swap their positions between themselves.

How the New Bihar Teacher Transfer Mechanism Works

Under this new system, teachers will have to form groups of up to 10 individuals. These groups will have teachers from same subject and category. Once the group is finalised, they will have to submit their applications on the portal and then they will be issued transfer orders within 3 working days.

What’s special about the system is that there will be no interference or approval required from the state headquarters or district-level establishment committees.

Important Dates and Deadlines

The online self-transfer window will be open for 10 July to 31 July 2025. Teachers must make sure that they apply before the deadline. Once the transfer orders are generated, it will be mandatory for the group to join the new schools within 7 days. If even one teacher in the group refuses to transfer, the entire group’s transfer will be cancelled.

Bihar Government teachers are already familiar with the e-Shikshak Kosh portal. They can login easily using their official credentials. After logging in, they will be able to see a list of teachers willing to transfer. The list can be further filtered by location, subject, and job category to find compatible locations for transfer.

The application process will be OTP verification based. It is done to ensure the authenticity and reduce chances of fraud applications. After the applications are submitted and verified, transfer orders will be auto-generated without any manual intervention.

The Bihar government has taken a progressive step towards decentralizing the Bihar Teacher Transfer system. This initiative can become a model for other states as well. This will be beneficial for the government school teachers. Now they have full power of getting transferred to their home town.
