Bihar’s crime rate has dropped significantly over the last two decades, says Bihar’s Director General of Police (DGP) Vinay Kumar. He compared the data from 2004 and 2024-25 and claimed that Bihar has seen immense success in reduction of crimes, arresting criminals and delivering justice.

Bihar’s Crime Rate: What Has Changed Since 2004?

While comparing Bihar’s crime rate statistics, DGP Vinay Kumar stated that there has been a significant decline in major offences. He believes that, considering Bihar’s rising population and socio-economic changes, the positive trend reveals a massive transformation that is unparalleled in any Indian state. Not only the frequency of serious crimes reduced, but efficiency of the Bihar police also improved.

Recalling the early 2000s, DGP Vinay Kumar said that in that era, crimes like murder, dacoity, and kidnappings were so frequent that the citizens even feared going out to travel through buses and trains at night.

Drop in Bihar’s Crime Rate

Bihar’s DGP also gave clear figures to highlight the change. According to him, in 2004, 500–1000 kidnapping cases were reported annually in Bihar. Whereas now, such kidnapping cases for ransom have decreased to approximately 50 in 2024-25.

DGP Vinay Kumar also stated that the number of murders is decreasing by 1200 every year. This is a stark difference for a state like Bihar who has a negative image of being unsafe. The negative image of Bihar was due to the infamous JungleRaaj period that as defined as the period of absolute lawless-ness but now these postive changes must be highlighted to changes people’s perspective.

Similarly, dacoity cases which once reported as over 1200 annually, have now declined to around 150.

How Safe is Bihar Now?

Recalling the times of 2004, Bihar DGP said that at time, people even feared travelling at night through buses and trains. The level of crimes are so much so that the Palamu Express was once infamously known as “Dacoity Express,” due to frequent loot cases near Jehanabad and the Gaya–Aurangabad region. But now, people have a higher sense of safety and surveillance due to the active effort of our Police forces.

DGP Vinay Kumar also informed that when he assumed officer a total of 60,000 non-bailable warrants were pending in Bihar. And now, one lakh warrants have been executed. The number of pending cases has been reduced to 39,000 but it needs to be cleared even further. Addressing these pending cases, a special three-day drive is being launched across Bihar to clear remaining backlogs.

Criminal Arrests from January to May 2025

The Bihar police is actively working on improving the condition of punishing criminals. And this, can be witnessed through data. Between January and May 2025 alone Bihar Police arrested over 1.26 lakh criminals. Here is a breakdown :

A total of 1.55 lakh cognizable crime cases were filed as per the data. This indicates that local police stations are responding faster to victims and acting swiftly towards justice delivery.

Bihar Police’s Preventive Action

Not only this, under the Crime Control Act (CCA), 1271 proposals have been sent to respective district magistrates as a part of preventive action. As per the data, a total of 87,104 warrants were executed and the property of around 4082 criminals was seized. 52,314 criminals were punished and 38,071 convicts were secured during the given time frame.

Conclusion

While Bihar’s Crime rate is continuously decreasing, Bihar’s DGP believes that even one criminal activity is not at all acceptable and highlights the failure of the police department. Therefore, he aims at making Bihar a ‘zero-crime’ state where everyone feels safe. While his vision seems ambitious, the actual reforms have already been laid down.
