Nitish Kumar has fulfilled the demand of Bihar’s youth by bringing back Bihar’s Domicile Policy. Right now, he has announced that it will be applicable in the recruitment of government teachers from the upcoming TRE-4 examination. The examination is expected to be announced in a week from now.

Nitish Kumar Announces Domicile Policy

Nitish Kumar made the announcement on a post through his X (formerly Twitter) account. He said that Bihar’s Domicile Policy is will be implemented from the Teachers’ Recruitment Exam (TRE-4) itself. He also said that he was directed the Education Department to make necessary changes to the existing policy.

It is done to address the issues faced by Bihari candidates as the domicile policy was removed in 2023, and the candidates were regularly demanding to bring it back. This is crucial as nearly 1 lakh posts are to be filled this year. Slogans like ‘Vote de Bihari, Naukari le Bahari’ were raised to oppose the removal of the domicile policy since 2023.

No Details on Reservation Yet

While the announcement to bring back Bihar’s Domicile Policy has been made, one key detail remains vague — the percentage of seats to be reserved for domiciled candidates. Nitish Kumar didn’t spell out if this will be a full restriction or a weighted preference system.

Government sources suggest that further details will emerge once the TRE-4 notification is published, but for now, aspirants are being advised to keep their Bihar domicile certificate ready.

Bihar’s Domicile Policy was removed in 2023 because the government feared legal challenges. Actually, the policy violates the constitutional right to equal opportunity in public employement. And this was stated as the reason for scraping the domicile rule from government jobs.

So, the Education Department will be devising Bihar’s domicile policy with the words like “preference” instead of “exclusion”. This is to avoid legal issues in the future. But they have to be very careful because if the policy is implemented poorly, it would be vulnerable to scrutiny by the Supreme Court of India.

Will Domicile Policy be Applied to All Jobs?

Now, people are asking the big question if Bihar’s Domicile Policy will be extended to other government jobs also? Till now, Nitish Kumar has announced limited applicability to recruitment of government teachers. But, people have been regularly demanding similar policies for all government jobs especially Group C and D jobs in health, police, and rural development department. Further, policy shifts or preferential policies might be applicable for other jobs also. But, there’s no indication from the Bihar government right now.

Candidates have been demanding the domicile policy because of the previous trends that showed how the available vacancies for teachers were not filled. They believed this situation can be avoided if they target the correct talent pool i.e. local Bihari youth which is well acquainted with the local language and culture.
