The Patna Water Metro will use electric or hybrid to connect the riverbanks and ferry passengers across the Ganga river. This is function as a clean, efficient, and modern mode of public transport. Unlike traditional boats, these will have proper terminals (similar toh railway terminals), digital ticket distribution system and a schedule for working hours. The whole system will be structured for convenience and ease of passengers.
Describing the Patna Water Metro project, Sonowal said that it would “connect both banks of the river and offer a clean, efficient, and modern urban mobility solution for Patna.” the central government is working on its wider vision of multimodal green transport which will be functional on the river systems of India, and this project in Patna is a part of that vision.

The infrastructure for Patna Water Metro has been planned very strategically. According to Sarbananda Sonowal, the ambitious project will include :
- Two modern ferry terminals built in Patna.
- A vessel repair and manufacturing centre established on the banks of the Ganga river.
- 16 community jetties constructed across districts to facilitate river-based movement
- Kalu Ghat transformed into a fully equipped waterway centre
- A dedicated task force formed to explore opportunities in 12 Ganga-bordering districts of Bihar

Sonowal announced the final vision of expanding the survey coverage from 11 states in 2024 to 22 states and 4 UTs by 2027. This shows how the river transport is gaining prominence in the nation.
