Tejasvi Yadav’s Promise to Pal Community

At the Bihar Rajya Pal Mahasangh conference, Tejasvi Yadav thanked the Pal community for showing support to his father and the RJD (Rashtriya Janata Dal) party. He said “Pal samaj ne Laluji ko taqat di. Sarkar bani to main uss rin ko chukaoonga,” positioning him as the loyal inheritor of his father’s ideology. On the other hand, Tej Pratap Yadav has been ousted from RJD after a controversial tweet. Even so, he is not forming a separate party as he feels aligned with his father’s vision.
Tejasvi promised that he would work to ensure that the community is politically represented. Also, he announced for financial aid in case of livestock death. Major leaders from the Pal community like Chandramohan Pal, Dr. Dinesh Pal etc support Tejaswi in his statements.
What Is the Demand for Domicile Reservation?

Tejasvi Yadav addresses the demand for domicile-based job reservation policy in Bihar. This debated topic has gained traction on the streets and online. Recently on 5th June, thousands of students launched a protest march in Patna demanding the Bihar government to adopt a clear domicile policy for government jobs. The slogan “Vote de Bihari, naukri le baahari”.
Backing this protest, Tejaswi Yadav promised that if the RJD-led alliance win the Bihar assembly elections in 2025, they would roll out a 100% reservation policy in Bihar government’s primary teacher recruitment and up to 90% reservation in other jobs.
Domicile reservation means reserving government jobs only for the candidates who have valid state residency certificates. In Bihar’s case, students are demanding that all government job recruitment, particularly in Group C and D posts should be reserved for local youth.
Other Indian states like Uttarakhand, Jharkhand, and Maharashtra already have such policies. For instance, Jharkhand passed a bill in 2023 reserving most state jobs for those whose families were listed in the 1932 land survey. Uttarakhand has 100% domicile-based reservation for Group C government jobs. Bihar, is yet to introduce a similar policy.
Tejasvi Yadav vs NDA: Political Stakes Rise
On the other hand, JDU leaders argue that such policies violate constitutional provisions, particularly Article 16(2) which prohibits discrimination in public employment based on place of birth or residence. But, people quote other states’ policies and force the Bihar government to prioritize its own youth.
Tejasvi Yadav also alleged that the BJP, the rulling party and a part of the NDA alliance, blocked the effort to raise the total reservation limit to 65% during the 17-month RJD-led Mahagathbandhan government.
Impact on Bihar Elections
The opposition is striking both of the most sensitive topics – unemployment and caste identity. Tejasvi Yadav’s twin promises i.e. 100% domicile reservation and Charwaha Aayog, could help him garner support from young voters and backward communities.
